Charles Peshall Plunkett was born February 15, 1864, in Washington, D.C. He received his commission as Ensign on July 1, 1886, and achieved the rank of rear admiral on July 1, 1918. He served as commandant of the Third Naval District and Naval Yard, New York, from 1922 to 1928. Plunkett died on March 24, 1931.
